Privacy & Security Services in Victoria

End-to-end privacy and security support for organizations in Victoria.

Victoria's economy is shaped by its role as British Columbia's provincial capital — a concentration of government contractors, technology companies, professional services firms, healthcare organizations, and a significant tourism and hospitality sector. Across all of those industries, the handling of personal information is governed by British Columbia's Personal Information Protection Act (PIPA) for private-sector organizations, with oversight by the Office of the Information and Privacy Commissioner for British Columbia. Federal PIPEDA continues to apply to federally regulated businesses — banks, airlines, telecommunications providers — operating in the province, and to personal information that crosses provincial or national borders. PIPA and PIPEDA are not identical, and organizations with operations or data flows that span both need to understand where each applies.

Government contractors are a distinctive segment of Victoria's private sector. Where those organizations handle personal information in commercial activity — managing employee records, collecting client data, processing information on behalf of government clients — PIPA governs that activity, and the accountability obligations run to the collecting organization, not its government client. The same is true for technology companies and professional services firms managing sensitive data for multiple clients. Privacy Horizon works with Victoria organizations to map those obligations accurately, assess current practices against PIPA's requirements, and build programs that hold up to scrutiny from regulators and the individuals whose information you hold.

Our services for BC clients address the full privacy and security picture. Privacy Impact Assessments examine new systems or processes before they create exposure. Gap analyses give you a clear picture of where your PIPA program falls short and what a realistic remediation path looks like. Guided compliance programs translate that analysis into documented policies, procedures, and accountability structures. Threat and risk assessments examine the security posture that underpins your privacy obligations and identify vulnerabilities proportionate to the data you hold. On-call senior advisory provides experienced guidance when a question, customer requirement, or incident requires it. Custom training gives the people who handle personal information a practical understanding of what PIPA requires.

Privacy & security regulation in Victoria

Regulator: Office of the Information and Privacy Commissioner for British Columbia

Victoria businesses are primarily governed by British Columbia's Personal Information Protection Act (PIPA), the province's substantially similar private-sector privacy law, overseen by the Office of the Information and Privacy Commissioner for British Columbia. PIPEDA still applies to federally regulated businesses and to personal information that crosses provincial or national borders.

PIPA (BC)Personal Information Protection Act (British Columbia)

British Columbia's PIPA governs the collection, use, and disclosure of personal information by private-sector organizations in the province, and is recognized as substantially similar to PIPEDA.

PIPEDAPersonal Information Protection and Electronic Documents Act

PIPEDA is Canada's federal private-sector privacy law. It sets out ten fair information principles governing how organizations collect, use, and disclose personal information in the course of commercial activity. It applies wherever a province has not enacted substantially similar legislation — and, even in provinces that have (Alberta, British Columbia, Québec), it continues to apply to federally regulated businesses such as banks, airlines, and telecommunications, and to personal information that flows across provincial or national borders.

BC PIPA and the government contractor context

Many of Victoria's private-sector organizations work with or on behalf of provincial and federal government bodies. Where that work involves the collection, use, or disclosure of personal information in a commercial context, PIPA applies. The fact that a client is a government body does not remove a private-sector contractor from PIPA's scope. Privacy Horizon helps Victoria contractors understand exactly where PIPA's obligations apply to their work, build programs that satisfy those requirements, and demonstrate accountability to both government clients and the Information and Privacy Commissioner for British Columbia.

Technology companies and the PIPA accountability standard

Victoria's growing technology sector — software companies, SaaS providers, managed services firms — handles significant volumes of personal information on behalf of clients across multiple jurisdictions. PIPA's accountability principle means that technology companies remain responsible for the personal information they collect, and that responsibility includes having the policies, contracts, and security controls to demonstrate it. Privacy Horizon works with Victoria technology companies to build privacy programs that satisfy PIPA, support enterprise customer due diligence, and scale as the business grows — so that compliance becomes a commercial asset rather than a recurring obstacle.
